香港民主团体发表公开信吁尊重香港宪法

致美国和加拿大政府、国会、全国人民公开信...
我们恳请阁下密切关注目前香港的宪政危机,恳请美国和加拿大政府敦促中国政府信守他们在1984年签署的“中英联合声明”中对香港人民“一国两制”的承诺,尊重香港的宪政和基本法。

今年六月中国政府发表了一份“白皮书”,推出了他们对基本法的诠释。这份交件是对香港法制社会核心价值的侵蚀和破坏,是对香港前途的严重威胁。

中国政府当初“港人治港,高度自治”的承诺,现在被“中央政府拥有全面管治权”、“法官必须爱国”等等所取代。

今年七月,香港政府向北京呈交了一份关於2017年香港特首选举和2016年香港立法会产生办法的报告。尽管6月22日近八十万香港市民参加了一个民间公投,其中百分之九十的人支持“民间提名”的动议,港府的报告竟然认为公投的人数微不足道,不足以代表“主流民意”,而且报告中只字未提民众、民意应当如何被适当代表的问题。

7月1日香港五十多万人上街游行示威,政府依然装聋作哑港府的报告无视香港人民的意愿,真普选岌岌可危,香港宪政、民主面临大倒退。

人大常委会昨公布的普选特首草案,提名委员会继续以1,200位小圈子权贵组成;要做特首候选人,须取得过半数提委会委员支持;候选人人数定为两至三人,此方案与选委会小圈子选特首比较,可谓大倒退。港人过去30年争取民主的希望尽毁。

尊敬的美国和加拿大国会议员们,亲爱的同胞,港人的民主前景实在无法指望他们的政府。中国政府发号施令,香港人民俯首听命,绝非我们所愿。维护香港人民的尊严,美国和加拿大人责无旁贷。若港人处於孤立无援之境,我们於心何忍?我们请求阁下表达对港人争取真普选的支持。

Letter to US Congressman
We are writing to urge you to monitor the constitutional development in Hong Kong and to pressure the Chinese Government to honor their promises to the people of Hong Kong under the principle of “One Country Two Systems,” stated in the Sino-British Joint Declaration of 1984 and the Basic Law, Hong Kong’s constitutional document.
In June, the Chinese government issued a White Paper to set out an "official" interpretation of the Basic Law. The document demonstrates an attempt to undermine the rule of law in Hong Kong and to erode its core values, threatening the foundational faith in Hong Kong's future.
The promise of “Hong Kong people running Hong Kong with a high level of autonomy” is replaced by new concepts such as "complete jurisdiction", "oversight by the Central Government" and “judges must be patriotic”.
In July, the Hong Kong government submitted to Beijing a report on the selection of the Chief Executive in 2017 and the formation of the Legislative Council in 2016. On June 22, almost 800,000 people participated in a Civil Referendum, 90% of whom supported a proposal that involves civic nomination. The Report considered this too minor to be counted as “mainstream opinion” and nothing was said of how the public could be properly represented.
On July 1, over 500,000 people took their frustrations to the streets. However, the voice of the people has fallen on deaf ears. The failure of the report to aptly reflect Hong Kong people's views seems to signify the shrinking likelihood of genuine universal suffrage. This is a huge step backward in Hong Kong's constitutional and democratic development.
The Chinese People’s Congress Standing Committee yesterday released a draft of the rules to select the 2017 Chief Executive. A Nominating Committee continue to be composed of 1,200 mainly government appointees will be formed. Chief Executive candidate must obtain approval from the majority of the committee members and the number of candidates will be limited to two to three people. One people one vote to select a government-approved candidate is not election by universal suffrage. This indeed is a big setback. Hong Kong people’s hopes for democracy over the past 30 years are completely shattered.
Our Honorable Congressman, the people of Hong Kong cannot rely on their government for a democratic future. It is not the case for the Chinese Government to issue a decree and the people of Hong Kong to comply. The United States needs to take a strong stand in the preservation of the dignity of the Hong Kong people. Please demonstrate America’s support of their demand for genuine universal suffrage. We shall never let them stand alone.

全美各地留学生人数 倍投方案图片顿排第三

布鲁金斯学会(Brookings Institution)昨(29)日公布一份报告指出,大倍投方案图片顿是全美外籍学生最多的地点之一,每年为本地经济注入成万逾亿元的学费,生活开支费等。
在2008到2012年间,共有53,486名学生持F-1签证来到大倍投方案图片顿地区就读,共交学费18亿元,在生活起居,租房子上,花了约9亿9300万元。
来到倍投方案图片顿的这些外籍学生,依人数排,来自中国的最多,12,695人,其次为印度5,496人,南韩4,339人,加拿大2,772人,以及台湾1,662人。以来自城市看,南韩首尔最多,2056人,其次为北京1874,上海1122,印度孟买1119,以及新加坡的1119
该报告根据2001年到2012年间,美国批准的外籍学生签证等数据来分析,发现持F-1学生签证进入美国大专院校就读的学生人数,从2001年的11万人,剧增到2012年的524000人。
这些外籍学生,绝大多数集中在都会地区,有85%落脚在118个都会区。大倍投方案图片顿都会区的外籍学生人数在全美排名第三,仅次於纽约,洛杉矶。若以缴交学费金额来算,排名第二,仅次於纽约。
以全美而言,一半以上的外籍学生,来自94个不同城市,其中来自首尔(Seoul),北京,上海,海得拉巴(Hyderabad),利雅得(Riyadh)的学生人数最多。
根据劳工部资料,在2013年,大倍投方案图片顿大专院校约聘用了90,000人。
麻州大学达特茅斯(Dartmouth)分校公共政策分析中心主任Michael Goodman表示,这些院校能否顺利经营,越来越仰赖他们吸引学生的能力。
以人口地理来,美国本土人口达到升读传统大专院校年记者的数目,很平稳,除了精英学校以外,其他学校的成长,几乎都来自非传统学生。
该报告还呼吁翻修移民规定,以容许外籍学生拿到学位後,更容易成为美国永久居民。
批评的人指那会限制了美国出生劳工的工作机会,给工资带来压力,还造成发展中国家的脑力枯竭(brain drain)现象。
该报告称美国是”卓越的全球学术培训枢纽“,而麻州东部更是主要的地点,有着85所大专院校,5万名以上外籍学生,其中40%是来读大学的,48%来修读硕士学位,12%读博士学位。
那是全美平均数的大约三倍。大约每一千名获得签证的学生中,有65个是来大倍投方案图片顿的,分别到各大城市的每千人平均数为22。
在2008年到2012年间,麻州东部收外籍学生最多的学校有东北大学 (9,279),倍投方案图片顿大学(8,413) ,哈佛大学 (7,112),其次为麻省理工学院,萨福克大学。所有来到大倍投方案图片顿的学生中,有39%读学士学位,48.2%读硕士,12.3%读博士。
来美就读的外籍学生中,三分之二都修读科技,工程,数学。来到倍投方案图片顿就读这些科目的人数,也排名全美第三。27%取得签证的学生是就读这些科系。

在大倍投方案图片顿就读的外籍学生,有二分之一以上,毕业後决定把学生签证展延成最多可达二年半的临时工作签证。全美的比率为45%

夏日星辰野生动物保护区十月徒步行

岩港(Rockport)刘沙林表演中心八月廿五日举办免费歌剧音乐会,纪念作曲家史特劳斯150年前诞生。
高罗士打时报(Gloucester Times)指出,这是刘沙林第三年赞助歌剧音乐会,把国际知名歌剧演唱家,带到普罗大众眼前,让口袋不丰的人,不必顾忌阮囊是否羞涩,也可心情轻松的踏进那座建筑结构美丽的剧场,欣赏演出。
当晚这场音乐会,由钢琴大师麦克尔瑞奇秋(Michael Recchiuti)演奏廿世纪最伟大德国作曲家理查史特劳斯(Richard Strauss)创作的歌剧。国际知名歌剧演唱者,女高音毕吉丝(Elizabeth Blancke-Biggs ),以及男高音卡梅隆(Cameron Schutza演唱史特劳斯的最伟大歌剧作品,包括莎乐美(Salome), 玫瑰骑士(Der Rosenkavalier), 达佛涅Daphne), 无影女子(Die Frau ohne Schatten), ?阿里阿德捏在纳克索斯岛上(Ariadne auf Naxos)等等。
麦克尔瑞奇秋(Michael Recchiuti)指出,史特劳斯生於1864年六月,逝於1949年九月,经历过世界大战,也见过原子弹爆炸,他的作品文化深度与引人共鸣度,达到了西方文明的最高点。他称史特劳斯为“音乐链金士(alchemist of music.)”,廿世纪最重要的德国作曲家,不但个性迷人,更对世界上的音乐文化,有着不可磨灭影响,把戏剧音乐和歌唱家的叙说,完美结合起来,还把希腊,罗马的那些神秘的古典传统,全都揉合成一个个优美的,弗洛伊德时代(Freudian age)故事。
或许由於岩港是麻州着名旅游景点,和普罗大众上班地点颇有距离,音乐会的演出时间,又不在周末,当晚的演出现场,东方脸孔屈指可数。
刘沙林透露,夏日星辰野生动物保护区即将完工,预定九月下旬启用。萨德百丽鼓信托会已定十月四日(周六)早上十点至中午十二点,举办“夏日星生野生动物保护区徒步行”。民众可免费参加,但需事先报名。
